Наш герой работает в милиции последние дни. Накануне увольнения оперативнику приходится участвовать в операции по задержанию опасного преступника — известного киллера. Понимая, что этот матерый уголовник играючи обойдет засаду, герой решается задержать его самостоятельно, и это ему удается. Это происшествие решительно меняет его судьбу. Героя вызывает к себе начальник и предлагает возглавить новый экспериментальный отдел. Оперативнику и его сотрудникам предстоит заниматься защитой свидетелей, на жизнь и здоровье которых покушаются в связи с расследованием тех или иных уголовных дел. Он принимает предложение далеко не сразу, дело ему совершенно незнакомо, а перспективы у вновь создаваемого отдела довольно туманны, однако получив у начальника обещание полной свободы действий и разрешение самостоятельно подбирать себе команду, он соглашается.
